Review Session

Council met in Legislative Review Session as a quasi committee of the whole, chaired by Pres. Arnold, with all nine members present: Ames, Cross, Lester, Malone, Patrick, Proehl, Sharp, Siberell and Trutschel. There were 2 media representatives and 6 other visitors present, in addition to Mayor Sulzer and City Auditor Spetnagel.
Pres. Arnold called upon Mrs. Ames to lead tonight’s discussion on the two development legislative items and the Police Department’s tactical van, as well as the presentation from Mr. Chris Manegold.
Mrs. Ames discussed the two Council Assignments before the Development Committee that deals with the Transit Department. She said that federal stimulus funds were used to purchase the new bus on display outside. She said that she has a request to authorize the Chillicothe Transit System to participate in the ODOT Cooperative Purchasing Program. She also explained that she has the annual request for applications to ODOT for federal grant monies, including funds that are available to assist the disabled in transit fare assistance. Mrs. Ames then called upon CTS Director Mike Scholl to speak to Council.
Mr. Scholl told Council about the 12 new buses that have been acquired and the status of grant funding for the Transit Department. He also provided statistics concerning the increased ridership of the Transit System and other programs.
Mrs. Ames then called upon Officer Pete Shaw of the Chillicothe Police Department to speak about the new tactical van. Officer Shaw then described the features of this van, put together by himself and other officers of the Chillicothe Police Department.
Mrs. Ames then called upon Mr. Chris Manegold to address Council. Mr. Manegold, who is the CEO of the Economic Development Alliance of Southern Ohio, then spoke to Council referring to the information he distributed concerning the 2010 Strategic and Operational Priorities of the Alliance. He also referred to his written report, 2009 by the numbers. He described the organization and stated that its primary focus is on base jobs that are supported by outside sources of revenues.
Mayor Sulzer announced that the city will try to get the pool open tomorrow.
Mrs. Malone announced that there will be a meeting of the Engineering Committee at 9:00 a.m. tomorrow morning in the first floor conference room of the Administration Building.
Mr. Siberell announced that there will be a meeting of the Finance Committee on Thursday afternoon at 4:30 p.m. in the first floor conference room of the Administration Building.
No formal action was taken by Council on any matter discussed during the review session, and no roll call votes were taken.
The meeting adjourned, by consensus, at approximately 7:25 p.m.
