Legislative Review Session

Council met in Legislative Review Session as a quasi committee of the whole, chaired by Pres. Arnold, with all nine members present: Ames, Cross, Lester, Malone, Patrick, Proehl, Sharp, Siberell and Trutschel. There were 2 media representatives and 6 other visitors present, in addition to Mayor Sulzer and City Auditor Spetnagel.
Pres. Arnold called upon Mrs. Malone to lead tonight’s discussion on the sole topic of the evening, an ordinance to appropriate $68,331.00 as the city’s share of costs to realign Nancy Wilson Way and North Plaza Blvd. Mrs. Malone said that City Engineer Tom Day is here tonight to discuss this proposed ordinance.
Mr. Day then displayed maps on the realignment of the two streets, stating that this project actually began in the mid 1990’s, but has been revised in its concept as of 2005. He also passed out copies of the estimate of costs.
According to Mr. Day, there were commitments made to the adjoining landowners for the realignment in exchange for land swaps. He then provided a description of the work that must be done.
Mrs. Malone said that there are no monies to be paid to any of the property owners for the land acquisitions. Mr. Day affirmed that this is correct, and he indicated that this will reduce the number of curb cuts on North Bridge Street.
Mrs. Malone asked what would happen if Council did not approve the money for this realignment. Mr. Day responded, saying that the Englefield (BP) property owners could block access.
Mrs. Ames said that due to the land swapping, the city will be working just on land that the city itself owns. Mr. Day affirmed that this is correct.
No formal action was taken on any matter discussed during the review session, and no roll call votes were taken.
The review session adjourned, by consensus, at 7:34 p.m.
